Senior general Than Shwe met Thai Army Commander-ion-Chief Gen Anupong and his "goodwill delegation" Tuesday at the Burma's military's new capital of Naypyitaw, 350 kilometers north of the former capital of Rangoon, The New Light of Myanmar daily reported. Interestingly, SPDC was silent over Thai parliament selected new Thai prime minister Abhisit in December 2008. But the Burmese military junta favored bilateral relations with military leaders from neighboring country Thailand. Moreover, SPDC needs to neutralize the new Thai foreign policy that might not side with Burmese human rights abuses and prolong political deadlock. SPDC had special favor from previous Thai government.

Thus, Indonesian government believed that Indonesian military leaders could persuade the Burmese generals for political reform and open for the civilian political parties' participation. However, Indonesian generals failed to convince the Burmese counterparts. Because, Burmese generals would want to keep a power in their hands when Indonesian generals asking for sharing a power.
