Sources close to Burma army said that no matter constitutions would provide 25% of the parliament seats and other civil authorities to them, army officials have been concerned over rising the role of USDA recently.
Indeed, USDA has proved and gained more political power, equipped with hi-tech facilities, and getting secret funds than army in past few months. USDA mainly backed by SPDC generals and created with civilians, locals and government servents to play an alternative political game after Burma army has been criticized and condemned its' human rights abuses, killing urban and rural unarmed civilians.
But, creation of new institution is always a major threat to the existing old institution regardless of dictator favors both. Indeed, senior general Than Shwe created his alternative civilian political action group to cover if army has to withdraw from the politics.
After outcome of Saffron Revolution provided that USDA plays a big role to face the possible civil unrest, harass political opponents and civilians, and indeed, easy to deny army involvement in killing of innocent people in daylight.
Speaking louder and louder , army personnel are not happy with rising USDA role in current situations, stressed low level army officer in Rangoon. Mid and low level army personnel could not know the complicated plan of the senior general and he may not be able to explain all details to Burma army, but this is a possiblity of breaking up between army and SPDC, said army major recently.
